When the party is in power, its top leaders are preoccupied with managing the country's affairs and the party's work may suffer. A system has to be put in place for the party's work to go smoothly. Also party has to make sure that government affairs and party affairs are kept separate. A government affair is not a party affair. Government is government for all the citizens of the country. A government function is not a party function. The protocol of a government function does not have anything to do with party members.
 
The party should not interfere in the administration. In an ideal situation party should be able to influence the legislation process that ensures an effective administrative action.
